We have gone digital. Can I use a TiVo to receive digital tv?

I hear they are going to embed the close captioning right into the digital signal. Is that true? I also hear they are going to have the closed captioning options available for more languages, in color, where its displayed and how on the tv, etc.. Is this also true?
